Regarding the operation, it was in fact one of my active operations, and still is. When I reached the number of required kills for the Tracker II achievement, the post-game summary had shown that the DEVGRU Tactical uniform was unlocked and that I earned the silver patch for the Tracker site. However, when I went to the create-a-soldier section, that uniform was not unlocked and it said the operation is inactive. This appears to be a case where the Create-a-Soldier section wasn't recognizing that the operation was active.
