So I see that it isn't just me having this issue, it is also a pretty large amount of other people. Steps I have taken to fix this issue:
1. Restarted my console (Figured this wouldn't work)
2. Reset my router, thought it was a pretty good chance it would work, it didn't.
3. Went into my routers configuration, opened all the ports (DMZ), I also enabled port forwarding through ports 3074-3076, this fixed it EARLIER today, but it is about 9:30PM (6 or so hours later) and it is giving me this same message now that I had earlier.
So right now here is what I have done (This evening)
4. Went into my Xbox's settings, checked my network connectivity, both multiplayer and the network are connected and should be working fine, I have about 50Mbps download and 12Mbps upload, which isn't too bad I suppose, it is connected at least.
5. I disconnected from my network and then reconnected, still didn't fix it.
6. Signed in and out of my Xbox One profile.
7. I am (now) going to try to reset my router and 1 last time reset my xbox and see if this fixes it, judging by all of the proper steps I have taken above this issue still isn't resolved.
8. I also have been checking http://www.callofduty.com/ghosts/status and it is at Defcon 4. I understand that it can be down (temporarily) for maintenance and service provider issues, however this isn't a CLEAR description for me. I would HIGHLY recommend for my sanity and everyone else's, that you please please please consider just telling us whether your servers are actually UP, or DOWN, I don't want a 'eh maybe sometimes they are kinda down for periodic maintenance and whatever'. I actually want a specific answer, I mean hey, we all paid 60 bucks for this game, I don't like 'maybes', we all deserve a yes or a no. I get it it's a new game and a new console, that's not a problem, I don't care if it's down, my issue is I can't tell if it's something I need to fix or if it's something you need to fix on your end, because again Defcon 4 isn't specific enough, because it addresses multiple situations and answers, but gives no indication which situation your servers are currently experiencing (Meaning are they up, or are they down)
Thanks for your time and reading this I appreciate it.

Forgot to put my question in here, silly me:
My question is: So are the servers UP or are they DOWN, 'cause I don't have a clear enough answer with Defcon 4, I have taken allllllll of the proper troubleshooting steps as listed on your support articles, none of them fixed my issue, and I am like 9393732857% positive (Even though 100% is as high as you can go ) that my internet connection is fine (However that doesn't necessarily mean it isn't something wrong on my end)
