I have had this come up a couple of times. So I shut off the ps4 and went for the ps3 only to discover that it said the psn was down. So I assume that it means that the psn is not working right and the ps4 isn't reading that issue properly. Both times I got the error, once the psn was back up ghosts was working again and everything was back to normal.
