If I find myself in a lobby with a foreign language or accent, I leave. I know my connection will be bad (as I have a poor connection to the Internet), so I know the lobby is a no-go. However, you can only receive information as fast as it's given. It 100% comes down to your PS3's ability to get a good ping to the server/host. You can't expect perfect connections to foreign lobbies or lobbies that are far away. Just leave. You'll suffer a loss, but it doesn't matter. If you're a competitive player, you'll want to play against people who you can get a good ping to. Keep in mind that while you're lagging in a foreign lobby, the foreign players are likely to have a really good connection and they will have an advantage. It's better to cut your losses.
That being said, there are some shitty hosts that aren't foreign. And, to that, I say balls to you and leave anyway.
