Thanks so much for posting. The ELITE service is not tided with any DLC download. The membership allowed access to download the content for one year. After a year, the content is no longer available to download from the Marketplace as service would expire at the one year mark of the membership. If the content was previously downloaded while the ELITE membership was still active, it will appear in your download history.
With that said, the error code you have provided is an Xbox Live status code. Meaning, there may have been an issue with the Xbox Live Marketplace, downloads or purchase. If you are still receiving the error code after trying the troubleshooting steps provided, you will need to contact Xbox Live Support for additional assistance.
