I've done this easter egg a bunch of times in the past week. I usually get the SVU off the wall, maybe do the elevator symbols after that, then go get ballistic knives and PAP them. This way you don't have to waste time doing the blood sacrifice if you don't get the quote after pulling the knives out of the PAP machine. You def must get that quote from Maxis "The regenerative device you hold is vital to our success" or else the easter egg won't work and you'll have to quit the game and try again.
