It doesnt have to be a minimum across the board necessarily. More like a playlist/ lobby that you can enter if your connection meets the minimum. All other playlists would be normal.
25/2 is a bit high and not even necessary. Less than 50ms ping with a stable 10/1 could be a feasible minimum.
