FOV: 90
Texture Quality: Extra
Texture Filtering: High
AA: Off
FXAA: On
Amnbient Occlusion: On
Depth Of Field: High
Vsync: Off
FPS: Unlimited
Shadows: High
Ragdoll: On
Try the following:
FOV 80
FXAA: Off
use 2x-4x TXAA instead of MSAA.
I'm pegging the 200 FPS limit in BO2 and some folks are confusing 'Stuttering' with 'Tearing.' Even on the GTX 600's IMO use the older 314.22 drivers.
edit: Also, in the nVidia Control panel try to Disabling SLI. SLI on HD (1920 x 1080) isn't necessary especially for BO2 and worst noften adds microstutters.

The Stutter in SLI from game to game is somewhat unpredictable and the only way to know is to test and compare plus compare driver versions.
